Documentation of correspondence with the town of Bolton

  • 7/19/2025 - To Bolton
  • Message: Sir, my name is Stephen King and I reside at 90 Burnap Brook Road, Andover. My property abuts the Bolton town line on Skinner Road. I am emailing you about concerns of 34 Skinner Road and the dumping of debris, gravel, building materials, etc. across the street from 34 Skinner Road which has spilled over to my property. The area is clearly Bolton property and looks to be encroaching on the Esche property as well. I would appreciate it if you could investigate and put a stop to any additional illegal dumping activity and if warranted require mitigation. This is a natural area that needs preservation and as a downstream owner I have concerns. Thank you for your time and attention to this matter.

  • Message: I am following up regarding an email I sent to the office of the 1st selectman last week. I have yet to receive even a confirmation of receipt of this correspondence. My email was as follows: "Sir, my name is Stephen King and I reside at 90 Burnap Brook Road, Andover. My property abuts the Bolton town line on Skinner Road. I am emailing you about concerns of 34 Skinner Road and the dumping of debris, gravel, building materials, etc. across the street from 34 Skinner Road which has spilled over to my property. The area is clearly Bolton property and looks to be encroaching on the Esche property as well. I would appreciate it if you could investigate and put a stop to any additional illegal dumping activity and if warranted require mitigation. This is a natural area that needs preservation and as a downstream owner I have concerns. Thank you for your time and attention to this matter."

There is now a large load of road millings that has been dumped across from 34 Skinner road which will certainly add to material encroaching on the wetlands. "Sir, my name is Stephen King and I reside at 90 Burnap Brook Road, Andover. My property abuts the Bolton town line on Skinner Road. I am emailing you about concerns of 34 Skinner Road and the dumping of debris, gravel, building materials, etc. across the street from 34 Skinner Road which has spilled over to my property. The area is clearly Bolton property and looks to be encroaching on the Esche property as well. I would appreciate it if you could investigate and put a stop to any additional illegal dumping activity and if warranted require mitigation. This is a natural area that needs preservation and as a downstream owner I have concerns. Thank you for your time and attention to this matter."

  • Hi Mr. King, We’ve had our highway foreman go out and we have determined that it is not on Bolton land.  We have forwarded your email to Eric Anderson (Town Manager) in Andover to see if he can help out in this situation at all.  Once I hear back from him, I will let you know.

  • Hi Mr. King, Our Town Administrator went down and took a look at the situation on Skinner Road and he agrees that it is on Bolton property. Do you know for certain who is dumping there?  We want to make sure we hold the right individual responsible. We will be talking to our Wetlands agent and our Town Attorney within the next few days to discuss how to proceed from here and will let you know once we have some more information. Thank you for your patience and understanding.

  • As I have previously stated, the owner of 34 Skinner Road has been dumping there. According to the town records, the owners name is Brian Piccarello.

  • Thank you again for the information. We just wanted to make sure you weren’t aware of seeing anyone else dumping there.  Once we hear back from our town attorney and have a plan in place to proceed, we will let you know. Thank you again and have a great weekend!
  • 9/22/2025 - Received a call from Richard Barger, the Bolton town attorney. He confirmed over the phone my observations and agreed the activity was suspect and it would be investigated. He also stated that the Bolton Land Trust had issues with the suspected individual for encroaching on Bolton Land Trust property with fencing.

  • Stephen King, 90 Burnett Brook Road, Andover, stated he had reached out to the Town of Bolton on several occasions regarding dumping of debris in wetlands across the street of 34 Skinner Road, Bolton. A. Barroso stated the owner of the property has been dumping debris and the Town Administrator visited the site. A. Barroso stated she has issued a notice of violation to the property owner and requested a response by next Friday. S. King stated he does not trust the owner to clean up the property correctly.

  • Hi Stephen, The property owners at 34 Skinner invited me out last week to take a look at the area so I was able to investigate and get a much better idea of the situation. Following that site visit and conversations with the town administrator, below are my findings: The area with millings is used by both towns as a school bus turnaround and excess millings are not deposited by, but rather used by the property owners to maintain roads which is allowed through their farm exemption. There is also an issue of illegal dumping in that area, which the Piccarellos have had to remove themselves. The wetlands in the area have luckily been flagged by a soil scientist recently and there is no encroachment of the piles on wetlands, or anywhere close. The brook is well over 50ft from the closest part of the turnaround, so I am not worried about impact to it at this time. Feel free to keep me in the loop with any changes. Let me know what questions you have.

  • Thank you for the update. For clarification, the town of Bolton is allowing the property owners in question to dump millings on town property to maintain roads on their property? Do they also have permission from Esche, as the debris extends onto their property as well? I assume the chimney debris along with the other house debris that has been covered by the millings is going to be removed as well? Can I also assume there will be no more additional material deposited in that location? For your information, the buses turn around where Skinner and Shoddy Mill intersect, that spot is not used as a turnaround by school buses. Feel free to contact the bus company to confirm.

  • 10/8/2025 - Put a call into Richard Barger, the town attorney. He called me back and when I inquired as to what was going on he merely stated that wetlands has the final say and hung up.
